PRES IDENT'S MESSAGE
With this, my last President’s message, I would like to thank
you all for trusting me to lead this great organization for the past two years. This is
an important responsibility that should not be undertaken lightly. And I would like
to thank the great board members and committee people that have made my
tenure so easy. Having such great people working so hard to represent the
membership and strive to keep moving the club forward helped make my time in
office a breeze. And I want you to know how much I appreciated all the kind words
that I received after my injury last year. Although I don’t do Facebook, Nick
screenshot them and sent them to me. It was overwhelming to see so many posts
wishing me to get well and take care of myself. Once again proving that the WHO
family is made up of caring individuals who can always be counted on to look out
for each other. Okay, enough of that mushy stuff and on with the business of this
newsletter.
Convention this year is at the Salem Holiday Inn at 3301 Market St NE just off the
freeway.

New Rule #1 –

Judges/Timers (page 47): Procedures for Obtaining a Judges/Timers Card
 “When a Judge or Timer takes a test to obtain or maintain their card, they must have a
passing score of 80% or better. If the score is lower than 80%, they may retake the test
within a month of receiving the score. If the Judge or Timer receives two failing scores in a
row, then their card would be suspended until board approval to be reinstated.
Reason:
Currently, there is no rule on how well a judge or timer does on a test. All the rule book states is
they must take a test. I feel that we need to have a standard or at least a minimum requirement for
this aspect. This will also guide future leaders on our standard of judges. During a previous judges
and timers meeting, I felt the consensus was this should be in place.

New Rule #2 –

Judges/Timers (page 47):
“Reinstating Lapsed Judges and Timers
 If a previous permanent Judge and/or Timer has lost their card from failing to maintain
annual requirements, meets all the requirements below, and is approved by the Western
Horsemen of Oregon Board, they will be reinstated as a permanent Judge and/or Timer.
o Must have maintained WHO Membership (or be a gold card member).
o Must have been a permanent Judge/Timer for at least 5 years prior to losing card.
o Been without a Judges/Timers card for no more than 1 year.
o Retake Judges/Timers Test. “
Reason:
We have recently had this situation come up on multiple occasions, where a longstanding member
and judge/timer has not been able to attend a show or meeting for a year or two. This has been
because of scheduling conflicts, health reasons, or life in general. This procedure would give a
more concrete and quicker route to become a judge and timer again. For example, if someone was
not to judge for over a year and did not attend the meetings then they would no longer be a judge
(according to the rule book). To follow the book, they would then have to start over and become a
student judge. I feel this is unnecessary, and that we can fast track this in a more appropriate way.
With this procedure a person would not be able to take advantage of this if they went longer than 2
years from working/attending a show and had been a permanent Judge or Timer for at least 5 years.

New Rule #3 –

Interstate (page 46) – Substitutions:
“Interstate Team Substitutions: If a cancellation should occur, the next fastest average should be
pulled in up to the second alternate (12th team). In two-man and four-man team events, if the first
two alternates are not available or are already being used as substitutes, teams may be put
together with preference given to riders who qualified in the top ten but whose partner is not
present or is unable to compete.”
Example:
If the #3 qualifying team in two-man Birangle is missing a member and the #5 team is missing a
member as well, the able members from those teams will have the option to ride together.
Combinations will be paired from the top average and downward. If a person or team is asked to
ride and decides not to ride, they have then forfeited their position for that event.
Reason:
This rule doesn’t change anything from how we are currently doing our pull-ins. It is just giving us
the opportunity, after 2 teams pull out, and 11th and 12th are pulled in, to offer the 2 remaining
riders (if applicable) to join together to make a team since they were already qualified to run. Once
they accept or decline, we would still continue to move down the list starting with the 13th place
team. There would be no horse substitutions as they should run the horses that they are qualified
on before their previous partners had to scratch.

Rule Change #4 –

Interstate (page 46)
Current Rule:
Substitutions: A Team Captain will designate four-man teams. At the conclusion of the points year,
the Team Captain will notify the points secretaries of the four-riders/horses, which will comprise
the team for the purpose of Interstate and annual awards. Bareback relay there will be no horse
substitutions. No substitutions in two-man events.
Proposed rule:
“Substitutions: A Team Captain will designate four-man teams. At the conclusion of the points
year, the Team Captain will notify the Points Secretaries of the four-riders/horses, which will
comprise the team for the purpose of Interstate and annual awards. A Team Captain shall only
have one team for both purposes. In the event we are unable to fill all the positions for two-man
and four-man events (excluding Team Baton) with the methods listed above, the President and
Point Secretaries will set a deadline for submissions to ride at Interstate. The proposed teams must
be submitted to the Point Secretaries, in writing by the set deadline. The Board will accept
applications from the past year’s general membership to compete on the Interstate team only. A
committee consisting of three or more of the executive board members, and the Point Secretaries
will consider all submissions and make the final decision on who will ride at Interstate. Their
decision will be based on the following criteria:
1. Experience competing in the event.
2. Safety competing in the event.
3. Which team(s) provide the best chance for Oregon to win Interstate.
Substitutions at Interstate:
Once at Interstate, if a qualifying horse in two-man events and/or Bareback Relay is unable to
compete and there is no other qualifying team present, the team will be allowed to run with a horse
substitution upon approval by the President and Point Secretaries.
If a rider should be injured and unable to compete in two-man events, and there is no other
qualifying team present to run, the healthy rider may choose to run that event with another
qualified rider whose partner was not able to compete at Interstate.”
Reason:
This year I had to go much farther down the average list then I have ever had to in the past. Since
there isn't a written rule on what to do or how to put teams together, I felt like we should come up
with something that is fair and open to everyone.
In the past the board has voted on rescue teams and this past year we almost did not have enough
bareback teams and lacked two rescue teams. This past year we had them run at Beat Washington
and we took two teams that ran there for Interstate. Their times not only were used to qualify them
for Interstate 2024, but their times will also be counted towards Interstate 2025. Also there have
been many times that Beat Washington is run during county fairs and other finals that the
membership has qualified in, and they were not able to run off for a chance to run at Interstate.
